Tires and rims installed on the vehicle at the time of manufacture may have a higher load capacity than that certified by the tire and rim la- bel. If the tires and rims currently on the vehicle have a lower load capacity than that shown on the tire and rim label, then the tires and rims determine the load limita- tions on each of the axles. Such vehicles will not have a vehicle noise emis- sion control information label. For such vehicles, it is the final-stage manufacturer’s responsibility to complete the vehicle in conformity to U.S.
