The proponent for this regulation is the D e p u t y C h i e f o f S t a f f f o r P e r s o n n e l (DCSPER).
The DSCPER has the author- ity to approve exceptions to this regula- tion consistent with controlling law and r e g u l a t i o n . T h e D C S P E R m a y d e l e g a t e the approval authority, in writing, to the Director of Personnel Technologies. Army management control process.
