(2) The values and principles of public service apply to public service in:- (i) all State organs in both levels of government; and (ii) all State corporations. National Values and Principles of Governance A.3 Public Service is also bound by the national values and principles of governance as stipulated in Article 10 of the Constitution.
These include:- (i) Patriotism, national unity, sharing and devolution of power, the rule of law, democracy and participation of the people; (ii) Human dignity, equity, social justice, inclusiveness, equality, human rights, non- discrimination and protection of the marginalised; (iii) Good governance, integrity, transparency and accountability; and (iv) Sustainable development. Functions of State Departments A.4 The allocation of functions to State Departments shall be as set out in Presidential Circulars/Executive Orders issued to the Service from time to time.
Role of the Chief of Staff and Head of the Public Service A.5 (1) The Chief of Staff and Head of the Public Service will be responsible for: i. General efficiency of the Public Service, through promotion of ethics, good governance, efficiency and effectiveness in the provision of public services through deployment of right skills, values and leadership; ii. Co-ordination of the activities of public service in facilitating organization and efficient execution of Government Business; iii. Overall organization of the machinery for the execution of the Government policies; iv. Ensuring that all agencies of Government are adequately staffed for the performance of their functions; and v.
Overseeing the administration of all state corporations and established public entities, as well as facilitating resolution
